THE CHALLENGE
Exploring the NextGen horizon
In 2020, the European Union created the NextGenerationEU funds in order to address in a joint effort one of the worst social and economic crises of recent times: the Covid-19 pandemic. These funds have a dual intention, as they also seek to boost the construction of a renewed Europe, focusing efforts on four main areas: ecological transition, digital transformation, social and territorial cohesion, and gender equality.
Time for action
Spain has the possibility of receiving up to 140 billion euros earmarked for project and reform financing. This represents an unprecedented opportunity for companies to generate proposals aligned with the objectives of the European Union to access this funding.
A challenge of analysis and opportunity discovery
For Roche, with a focus linked to health system transformation and positive impact, the number of opportunities is enormous. The challenge: link 270 lines of funding from the Spanish government's extensive Resilience Plan (over 4000 pages) with the company's broad portfolio of innovation services. Addressing this requires agility to capitalize on short- and medium-term opportunities and mobilize the entire organization. They are therefore looking for an E2E partner to help them meet this challenge head on.

THE SOLUTION
The courage to navigate uncharted waters
Due to the complexity of the plan, we collaborated closely with Hill+Knowlton, our sister agency specializing in Public Affairs. We broke down the content and created a radar that alerts companies to the most appropriate calls for proposals for their challenges. Participating in these calls requires a significant investment, so this partnership allows us to stay on top of opportunities and make more informed decisions by carefully selecting the best options.
An all-encompassing perspective
So-called Expressions of Interest, a channel created by the government to engage in discussions with the private sector, are critical. Our key collaboration with H+K streamlines interaction with the public administration, facilitating the co-creation of projects and accelerating private investment. Collaboration with patient societies, scientific and ministerial partners allows us to present projects with real and measurable impact. After understanding the dimensions of the project and dialoguing with the institutions responsible for the calls for proposals, we identified the 15 most strategic budget lines for Roche, establishing new KPIs and adopting an approach focused on health and social impact.

The European Commission shapes the NextGenEU plan principles, with over €100 billion for projects aligned with EU growth priorities. We proactively work to inform and prepare companies.
We created a call radar with H+K to capitalise on opportunities for Roche. We contact patient societies and scientific entities to co-design digital solutions to health challenges.
We initiated a dialogue with the Public Administration, adapting our proposals and devising new solutions in the Manifestations of Interest.
We successfully carried out the project thanks to our effective internal and external coordination, as well as a remarkable agility and flexibility to adapt to the changing environment of NextGen funds and government guidelines.

THE RESULT
The integration of diverse capabilities within our group, both internal and external, has resulted in multiple initiatives; some of them are already successful projects. One such initiative is the development of a precision medicine registry for tumors. This registry integrates a national database of oncology therapies to improve collaborations between research societies. It also facilitates the connection between studies and patients with specific genetic mutations and helps to apply artificial intelligence algorithms to advance in this direction
